Plastic & Glass Products Customs Clearance Service (Exporting from China)
For daily necessities exporters, commodity inspection is a mandatory step to successfully complete customs clearance for exported goods. Many daily necessities exporters are not familiar with the procedures related to export commodity inspection, which often leads to unnecessary troubles during actual operations.
The export commodity inspection process for daily necessities mainly includes: document receipt, document review, pre-entry, declaration, goods inspection, release, and accounting.
After receiving documents from clients or internal transfers, inspection operators register them in a special register. Special requirements should be noted, and inquiries should be made about the approximate export date and whether quarantine department certificates are needed for the export transportation method.
First, check whether the export inspection documents are complete. The documents include: invoice, packing list, contract, inspection authorization letter (Qingdao enterprises must provide the original inspection authorization letter); other documents with special requirements: for L/C settlement, a copy of the L/C must be provided; for goods packaging (cartons, plastic woven bags, mesh bags, barrels involving food safety and hygiene labels), the original Inspection Result Sheet for Export Cargo Transport Packaging Performance must be provided; for export goods requiring换证, the original Certificate for Replacement of Export Goods must be provided; for goods under the management scope of export safety and quality licensing, food hygiene supervision, etc., the manufacturer's two management numbers and factory inspection qualification sheets must be provided; for export fumigated goods, the warehouse entry notice must be provided, and it must be confirmed that the goods are stored in the fumigation area of the warehouse.
-
After reviewing the export documents, use the document system to pre-enter the documents. During the pre-entry process, forms can be prepared according to the system prompts, and the completeness of required documents can be finally confirmed according to the system's requirements for commodity codes.
-
If there is a conflict between the unit of measurement and that of the customs during form preparation, the first unit of measurement shall be input according to the regulations of the commodity inspection, and the second unit of measurement according to the regulations of the customs.
-
If problems arise during the pre-entry of forms, contact the client or operator in a timely manner.
-
Generally, after pre-entry, wait for the system to automatically generate the pre-entry inspection number, then print the Export Commodity Inspection Application Form and hand it over to the inspector.
-
After receiving the complete set of declaration documents (invoice, packing list, contract, inspection authorization letter - Qingdao enterprises must provide the original, and other documents with special requirements), the inspector fills in the attached documents on the inspection application form, makes notes, and signs.
-
Declare at the front desk of the inspection office and answer questions from commodity inspection officials about the goods at any time. The inspector must have an understanding of the declared goods and client information.
-
After completing the declaration, the inspector transfers the declaration documents to various departments according to the type of declared goods and registers the documents according to the different requirements of each department.
-
For declared documents, the inspector should contact the client in a timely manner to arrange goods inspection, make an appointment for the inspection time with the quarantine bureau department, and inform the client.
-
After the inspection, return the documents to each department.
-
After the export goods are inspected, go to the department to find the inspection documents, fill in the inspection documents according to the different requirements of the department, submit them to the department supervisor for signature, and release them through the computer system.
-
Go to the billing office for billing, then pay the inspection fee to the commodity inspection finance department.
-
Print the Export Goods Clearance Form. If a quarantine department certificate is required, it should be noted in the documents for future issuance of the quarantine certificate.
-
After release, hand over the clearance form to the inspection operator or customs broker for signature.
-
The inspector hands over the export clearance form and commodity inspection invoice to the operator, who copies and registers them for record, and notes the company number.
-
Hand over the original clearance form to the customs broker for customs declaration.
