Guidelines for Integrated Customs Declaration of Imported Goods
(1) Inspection-Mandatory Goods:
During integrated declaration, the inspection and quarantine name (original CIQ code) and 16 other mandatory inspection and quarantine fields must be entered.
(2) Non-Inspection-Mandatory Goods Involving Inspection and Quarantine (e.g., goods from epidemic areas or with wooden packaging):
During integrated declaration, the inspection and quarantine name (original CIQ code) and 16 other mandatory inspection and quarantine fields must be entered. In operation, it follows the same process as inspection-mandatory goods—only one integrated declaration is required, and no separate inspection and quarantine declaration is needed.
(3) Non-Inspection-Mandatory Goods Not Involving Inspection and Quarantine:
During integrated declaration, only customs declaration items need to be entered; the inspection and quarantine name (original CIQ code) and 16 other mandatory inspection and quarantine fields are not required.
(4) Multiple Types of Goods (Including Both Goods Involving and Not Involving Inspection and Quarantine):
For integrated declaration of such goods (including non-inspection-mandatory ones), the inspection and quarantine name (original CIQ code) and 16 other mandatory inspection and quarantine fields must be entered for each individual type of goods.
The 16 mandatory inspection and quarantine fields include: Inspection and Quarantine Code of Domestic Consignee, Inspection and Quarantine Code of Declaring Entity, Goods Storage Location, Port of Departure, Marks and Numbers, Port of Entry, Inspection and Quarantine Acceptance Authority, Certificate-Issuing Authority, Port Inspection and Quarantine Authority, Departure Date, Destination Inspection and Quarantine Authority, Inspection and Quarantine Name (Original CIQ Code), Usage Code, Country/Region of Origin, Domestic Destination, and Goods Attribute Code. For goods loaded in containers, "Container Specification" is also a mandatory field.
This field is mandatory for all goods requiring inspection and quarantine (whether inspection-mandatory or non-inspection-mandatory). During integrated declaration, after entering the commodity code, click the button next to the "Inspection and Quarantine Name" column and select the appropriate option based on actual conditions. If an incorrect selection is made, the commodity item must be deleted and re-entered.
Fill in the venue or location where the goods are stored after entry, including customs-supervised operation sites, distribution warehouses, designated processing plants, quarantine isolation sites, and enterprise-owned warehouses.
After the implementation of integrated declaration, all content that the inspection and quarantine authority previously required to be entered in the "Special Requirements" column and "Marks and Numbers" column must be entered in the "Remarks" column during integrated declaration. Pay special attention to the following two points:
5.1 After integrated declaration, certificate numbers cannot be entered in the "Attached Documents" column. For the time being, numbers of inspection and quarantine certificates (such as phytosanitary certificates and sanitary certificates) must be entered in the "Remarks" column.
5.2 The statement "Our entity holds the relevant certificates/declaration materials, guarantees that the materials comply with legal and regulatory requirements, and retains the materials for filing" must also be entered in the "Remarks" column.
During integrated declaration, the "User" column must include the specific contact person and contact phone number of the user unit. For user units requiring electronic certificates (e-certificates), only mobile phone numbers are allowed for the contact phone number.
(1) Imported Mandatory Product Certification Products: The corresponding item must be selected under "Imported Civil Commodity Certification" (11 Within Catalog, 12 Outside Catalog, 13 3C Certification Not Required);
(2) Food and Cosmetics: Whether pre-packaged or first-time imported, the corresponding item must be selected under "Food and Cosmetics" (14 Pre-packaged, 15 Non-pre-packaged, 18 First-time Import);
(3) Genetically Modified (GM) Products: For goods subject to GM declaration as specified in the former AQSIQ Decree No. 62 of 2004 (which mandates declaration for goods containing GM components), the corresponding item must be selected under "Genetically Modified" (16 GM Products, 17 Non-GM Products);
(4) "Complete Sets of Equipment" and "Used Mechanical and Electrical Products": The corresponding item must be selected under "Goods Attribute" (18 First Import/Export, 19 Normal, 20 Waste, 21 Used, 22 Complete Sets of Equipment);
(5) Special Items and Chemical Reagents: The corresponding item must be selected under "Special Items" (25-28 Class A/B/C/D Special Items, 29 V/W Non-Special Items);
(6) Timber (Including Logs) and Plates: Whether with bark or not, the corresponding item must be selected under "Timber with/without Bark" (23 Timber/Plates with Bark, 24 Timber/Plates without Bark);
(7) Other Products: For other goods during integrated declaration, if the system mandates filling in "Goods Attribute", select "Normal" directly.
Based on the declared goods, enter information including:
Animal and plant quarantine license details (license number, verified goods serial number, verified quantity);
Health and quarantine approval form details for special items (license number, verified goods serial number, verified quantity);
Quarantine certificate information (phytosanitary certificate, animal quarantine certificate, sanitary certificate, etc.).
Special note: The unit for "verified quantity" is "kilograms". The following is an example of entry for durian, for reference:
After successful declaration, the enterprise receipt will include a 15-digit inspection and quarantine number starting with "118". This number is the former inspection declaration number, and the enterprise can use it to handle inspection declaration procedures at the inspection and quarantine office.
The system has been upgraded. Electronic documents uploaded through the "Attached Documents" column during integrated declaration can be directly received by the inspection and quarantine paperless system, eliminating the need for additional uploads through the inspection and quarantine paperless system. However, documents not uploaded during integrated declaration (e.g., inspection declaration power of attorney) still need to be supplemented and uploaded in the "Inspection and Quarantine Paperless System".
For declarations made via integrated declaration, the procedures for amending or canceling declarations shall temporarily follow the original requirements.
During integrated declaration:
For main packaging: Enter the specific type of packaging in the "Packaging Type" column and the specific quantity in the "Quantity" column;
For non-main packaging: Enter the details in the "Other Packaging" column; the specific quantity does not need to be declared.
Wooden packaging classified as main packaging shall be entered in accordance with the above requirements for main packaging; wooden packaging classified as non-main packaging shall be entered in accordance with the above requirements for non-main packaging. It is particularly important to note that for declarations involving wooden packaging, the inspection and quarantine name (original CIQ code) and 16 other mandatory inspection and quarantine fields must be entered for the main goods (including non-inspection-mandatory goods); otherwise, no inspection and quarantine data will be generated.
