How to declare and inspect red wine imports

Red Wine Import Customs Declaration Process

1. Pre-Import Preparations
  1. Exporter CIQ Access Recordal:

    This process must be completed on the inspection and quarantine system. It can be operated either by the foreign exporter or the domestic red wine importer.

  2. Domestic Importer Recordal:

    The domestic importer is responsible for completing this recordal on the inspection and quarantine system.

  3. Prepare the Following 11 Types of Customs Declaration Documents:
    • (1) Import Cargo Declaration Form
    • (2) Airway Bill (for air freight) or Ocean Bill of Lading (for sea freight)
    • (3) Power of Attorney for Customs Declaration
    • (4) Original Commercial Invoice
    • (5) Cargo Packing List
    • (6) Foreign Trade Contract
    • (7) Chinese and Foreign Language Wine Labels – Foreign language labels are provided by the shipper; Chinese language labels are produced in accordance with the relevant requirements of the inspection and quarantine authority. Both must be submitted as original copies.
    • (8) Regulatory Declaration Requirements Document
    • (9) Original Draft of Customs Declaration Form
    • (10) Entry Cargo Clearance Form
    • (11) Other documents required by the inspection and quarantine authority and customs
  4. Label Recordal:

    Submit label samples to the inspection and quarantine authority for recordal. According to regulations, labels must be affixed to the goods overseas before shipment.

  5. Customs Declaration Deadline:

    Customs declaration must be completed within 14 days after the goods arrive at the entry port. Failure to meet this deadline will result in demurrage fees.

  6. Selection of Customs Broker:

    It is crucial to choose a professional and experienced customs broker that maintains good cooperative relationships with the inspection and quarantine authority and customs.

2. Customs Declaration Submission
  1. Document Exchange:

    Obtain relevant shipping documents (e.g., bill of lading) from the cargo carrier.

  2. Inspection Declaration:

    First, obtain the Entry Cargo Clearance Form through the inspection and quarantine authority, then submit the customs declaration, and finally accept inspection by the inspection and quarantine authority.

  3. Electronic Declaration:

    Enter the electronic data for customs declaration into the official customs system.

  4. On-Site Document Submission:

    Submit physical copies of all required documents to the on-site customs staff for verification.

  5. Price Verification:

    Customs maintains a database of imported goods prices. If the declared price is lower than the recorded price in the database, the system will issue a prompt. Customs may then conduct price verification and negotiation with the importer. Importers can apply to customs for a deposit payment to secure temporary release of the goods, with price verification procedures completed afterward. Essentially, importers must accept the price determined by customs. While refusal is technically allowed, it will result in rigorous inspection and verification for all subsequent imports— a time-consuming process conducted in full compliance with legal procedures.

  6. Tax Payment:

    Pay customs duty, value-added tax (VAT), and consumption tax through an authorized bank.

  7. Inspection and Release:

    Customs may grant direct release of the goods or release them after verifying that the goods match the declaration. If discrepancies are found between the goods and the declaration, three possible actions may be taken depending on the situation: amending the declaration form, amending the form and paying supplementary taxes, or initiating a formal case investigation.

  8. Cargo Pickup:

    After paying all port miscellaneous fees (e.g., storage fees, handling fees), the goods can be picked up.

  9. Inspection by Inspection and Quarantine Authority:

    The inspection and quarantine authority verifies whether the goods’ packaging matches the declaration. For wooden packaging, it checks for the "IPPC" mark. If the wooden packaging lacks the mark or the mark is unclear, the packaging must undergo sanitary treatment. Upon passing the inspection, the authority will issue an Inspection and Quarantine Release Form.

  10. Exit Port Checkpoint:

    Exit the port checkpoint and deliver the goods to the designated warehouse using the Customs Release Note, Inspection and Quarantine Release Form, and Cargo Handover Form.

3. Sanitary Quarantine

For most ports implementing the "clearance first, inspection later" model, importers must store the goods in a supervised warehouse designated or approved by the inspection and quarantine authority, as required by the authority. Failure to comply will lead to serious consequences. After the goods are warehoused, the importer must promptly contact the inspection and quarantine authority to arrange inspection. The goods must not be sold or distributed without authorization until a valid Hygiene Certificate is obtained.

The following materials are required for sanitary quarantine application:

  1. (1) Entry Cargo Inspection Declaration Form
  2. (2) Power of Attorney for Inspection Declaration
  3. (3) Foreign Trade Contract, Commercial Invoice, Packing List, and Bill of Lading
  4. (4) Chinese label samples for imported pre-packaged alcohol and Chinese label recordal certificate
  5. (5) Certificate of Origin for imported alcohol
  6. (6) For alcohol products under geographical indication protection: Geographical Indication Certificate
  7. (7) Supporting documents for any awards, honors, or certification marks indicated on the goods
  8. (8) Other documents required by the inspection and quarantine authority
