Inspection and Customs Declaration Process for Imported Goods Upon Port Arrival
When imported goods arrive at the port, those included in the inspection catalog must first apply for inspection to the commodity inspection authority. The port commodity inspection institution will review the application, assign a registration number, and affix a "Inspection Application Accepted" stamp on the Import Cargo Declaration Form. Then, the importer shall proceed with import customs declaration to the customs. The customs will verify and release the goods (allowing unloading) based on the "Inspection Application Accepted" stamp issued by the national commodity inspection institution.
To apply for inspection to the commodity inspection authority, the Import Cargo Inspection Declaration Form must be filled out standardizedly, and supporting documents including contract, invoice, packing list, bill of lading, recordal number, import license, and power of attorney for inspection declaration shall be submitted. The commodity inspection authority will only accept the inspection application after verifying the documents. - Direct-access Enterprises: Fill out the Application Form for Declaration Modification, affix the official seal or special inspection declaration seal (specify the reason for modification: applicant, contact phone number, product name and quantity, original certificate number, content to be modified, reason for modification, etc.), and submit it to the agency inspection declaration window in the agency inspection declaration hall;
- Non-Direct-access Enterprises: Fill out the Application Form for Declaration Modification, affix the official seal or special inspection declaration seal, obtain the signature of the inspection department, and submit the application form and relevant materials to the agency inspection declaration window in the agency inspection declaration hall. (A certain handling fee will be charged for certificate modification.)
When filling out the electronic inspection declaration form, all other content remains the same, but the "Product Name" for inspection declaration must be filled in as "wooden cases". Meanwhile, select supporting documents including contract, invoice, packing list, and wooden packaging fumigation certificate in the "Attached Documents" section. The commodity inspection authority will verify the documents, issue a customs clearance form, and then the importer can declare to the customs.
