Sea Freight Import Agency Process: Sign import agency agreement → Consignee prepares import documents → Exchange documents → Inspection declaration → Customs declaration → Handle cargo handover document → Pick up container → Pick up goods
Import Documents:
- The consignee provides the freight forwarder with a complete set of import documents; the freight forwarder verifies which shipping company is responsible for transporting the goods, which shipping agent is handling the operation, and where the delivery order (small bill of lading) can be exchanged.
- Import documents include: original bill of lading with endorsement or telex release copy, packing list, invoice, contract (for general trade).
- The freight forwarder contacts the container yard in advance and confirms the container pickup fee, unpacking fee, loading fee, and empty container return fee.
- The freight forwarder confirms the arrival time and location of the vessel with the designated shipping agent or shipping company; if transshipment is required, the name of the second-voyage vessel must be confirmed.
- Exchange the delivery order (small bill of lading) from the shipping company or shipping agent with the original endorsed bill of lading (if telex release is used, the telex release fax and letter of guarantee can be used). Note: Two forms of "endorsed original bill of lading": A. If the consignee column on the bill of lading shows "booker", the shipper shall endorse it; B. If the consignee column on the bill of lading shows the actual consignee, the consignee shall endorse it.
- The foreign trade company is responsible for customs clearance.
- Customs declaration documents include: original endorsed bill of lading/telex release copy, packing list, invoice, contract, small bill of lading.
- Customs requirements:
- A. Customs clearance time: Within 1 working day
- B. Special goods: 2-3 working days
- C. Inspection:
- a. Technical inspection: Whether to inspect depends on the documents and specific goods;
- b. Random inspection: After the customs release department grants release, the computer randomly selects goods for inspection. Inspection is mandatory for imports.
Under normal circumstances, imported goods can be stored at the terminal for 7 days free of charge.
