Confirm the product. Documents clients need to prepare before inquiry: product name, MSDS (Material Safety Data Sheet), product packaging method, weight, and Chinese ingredient description.
Confirm if the goods are dangerous goods. If they are dangerous goods, Chinese labels must be affixed before shipment from the exporting country;
Import recordal and testing. For chemical products requiring recordal and testing, samples should be sent in advance to complete the recordal work;
Import inspection declaration;
Import customs declaration;
Customs inspection. If the goods are dangerous goods, inspection will be conducted in the dangerous goods warehouse;
Recordal Applicant: Manufacturers, importers, or import agents of imported coatings (hereinafter referred to as "recordal applicants") may, if necessary, apply to the local inspection and quarantine bureau (recordal institution) for import coating recordal.
Recordal Time: Recordal application should be submitted at least 2 months before the coating import.
Recordal Documents:
(1) When applying for imported coating recordal, the recordal applicant shall fill in the "Application Form for Imported Coating Recordal";
(2) A copy of the recordal applicant's "Business License of Enterprise Legal Person" (stamped with official seal); for imported coatings requiring repackaging, a copy of the repackaging manufacturer's "Business License of Enterprise Legal Person" (stamped with official seal); a statement from the imported coating manufacturer confirming that the harmful substance content in its products complies with relevant Chinese laws and regulations;
(3) Relevant materials regarding the basic composition, brand, model, place of origin, appearance, labels and marks, repackaging manufacturer and location, repackaged product labels of the imported coating products (in Chinese);
(4) Other materials required to be provided.
After receiving the recordal application, the inspection and quarantine bureau shall review the recordal applicant's qualification, the recordal application form and the provided materials within 5 working days, and issue the "Notice on Acceptance Status of Imported Coating Recordal Application". Applications that meet the specified requirements will be accepted; for those that do not meet the requirements, applicants may re-submit the application after supplementing or rectifying relevant materials in accordance with the requirements of the "Notice on Acceptance Status of Imported Coating Recordal Application".
After the Shenzhen Inspection and Quarantine Bureau accepts the recordal application, the recordal applicant shall entrust representative samples consistent with the content of the application form to the Mineral Laboratory of the Industrial Product Testing Technology Center of the inspection and quarantine bureau for special testing. The quantity of samples shall meet the requirements of the laboratory for special testing and sample retention. The sample quantity for coating special testing: 2 copies, 1 liter each.
Approximately 15 working days
3 working days. The "Imported Coating Recordal Certificate" shall take effect from the date of issuance and be valid for 2 years. During the validity period, if major events occur that may affect the coating performance, a re-application for imported coating recordal shall be submitted.
When applying for inspection of imported coatings, the process shall be handled in accordance with the "Regulations on Inspection Declaration for Import and Export Commodities". For coatings that have completed recordal, the "Imported Coating Recordal Certificate" or its copy shall be submitted simultaneously.
After accepting the inspection declaration, the branch bureau at the port of entry or in the customs transit area shall conduct inspection on the registered imported coatings in accordance with the following provisions: verify the consistency between the goods and the "Imported Coating Recordal Certificate" batch by batch; conduct inspection on the registered imported coatings.
For imported coatings without recordal, the branch bureau accepting the inspection declaration shall sample batch by batch with reference to GB3186-82 (89), send the samples to the Mineral Laboratory of the Industrial Product Center for testing, and conduct consistency verification based on the special test report.
